About Us

An independent governmental center established by a Cabinet Decision issued on Rajab 4,1442 AH, February 16, 2021 AD. The decision was issued to transform the National Systems Deputy at the Ministry of Finance into an independent center Named "The National Center for Government Resource Systems" in order to achieve positive impact on Saudi Arabia’s economy. It aims to increase the efficiency of the financial sector to overcome challenges and contributes in enhance the quality of the government financial e-services for the beneficiaries. Furthermore, the center participates in enhancing innovation through utilizing modern technologies, supporting small and medium enterprises and local content, increasing competitiveness and providing opportunities, improving the beneficiaries' experience and measuring performance indicators. Additionally, standardizing Procedures and integration between beneficiaries.

Digital Experience Maturity Index

Etimad Platform Achieves Second Place in the 2026 Digital Experience Maturity Index

Etimad platform secured the second position among government platforms in the 2026 Digital Experience Maturity Index released by the Digital Government Authority, improving by two ranks compared to 2025. It achieved a score of 94.36 %, classified as Advanced, in the evaluation results announced on Wednesday, which covered 59 government platforms. Etimad topped the digital platforms in several primary and secondary indicators, most notably the sub‑indicator for digital inclusiveness, where it ranked first with 90.40 % at an Advanced level. This indicator reflects awareness of the importance of designing services that meet the needs of people with disabilities and the elderly, enabling them to use the services independently and effectively. The platform also led in the complaint handling perspective, achieving first place with 98.15 % at a Distinguished level. In the technology and tools perspective, it ranked second with 97.22 % at a Distinguished level, and in the user experience perspective, it placed third with 94.59 % at an Advanced level. The CEO of the National Center for Government Resource Systems, Engineer Yusuf bin Abdulrahman Al‑Harqan, affirmed that this digital leadership of Etimad platform reflects the Center’s commitment to elevating the quality of government resource system services. He noted that this progress results from cumulative work centered on the beneficiary, delivering smoother and more reliable digital solutions. He explained that the platform has now become a comprehensive digital umbrella that supports government entities through integrated services covering financial, human, procurement, and supply‑chain aspects, thereby enhancing operational efficiency and increasing transparency. It is worth mentioning that  Etimad platform is one of the national platforms that provides financial, human, procurement, and supply‑chain resource management services. It achieves integration among governmental, private, financial, banking sectors, and individuals, which enhances the efficiency of digital services, improves the business environment, and enables the provision of government resource data. This empowers decision‑makers across all regulatory and supervisory bodies to contribute to higher transparency, integrity, and more efficient government spending.

The National Center for Government Resource Systems welcomes people with hearing impairments.

The National Center for Government Resource Systems welcomed individuals with hearing impairments from the Saudi Association for Hearing Impairment. During the visit, the center’s key products and digital services were showcased, along with sign‑language support solutions provided to beneficiaries. This initiative is part of the corporate social responsibility program.

The National Center for Government Resource Systems achieved advanced maturity levels in institutional excellence, earning two internationally accredited certifications from the P3M3 model issued by the British organization Axelos. The Center attained Level 5 in Project Management maturity—the highest level in the model—in addition to achieving Level 4 in Programme Management and Portfolio Management maturity. This accomplishment reflects the Center’s commitment to applying global best practices and delivering a meaningful impact on the efficiency of government performance.

The National Center for Government Resource Systems signed a cooperation agreement with Prince Sultan University, focused on research and innovation, during the Ninth Student Research Forum. This step contributes to exploring opportunities and adopting emerging technologies to enhance the efficiency of government resource management and support the achievement of Saudi Vision 2030 objectives.
