Omar bin Saud AlRasheed has served as the Ministry of Finance Undersecretary for Corporate Services since 2025. He has more than twenty years of executive experience across the public and private sectors, with expertise spanning strategy, corporate and digital transformation,
business development, governance, and project management. Prior to joining the Ministry of Finance, he served as Chief Strategy and Digital Officer at Mobily from 2017 to 2025, where he led corporate strategy and digital transformation, artificial intelligence, venture investment, and mergers and acquisitions, in addition to overseeing a number of strategic initiatives and corporate development programs. He also held several leadership positions at Mobily, with responsibilities covering major projects, organizational development, and talent management, and served as Chief Executive Officer of Mobily Infotech. Earlier in his career, he held leadership positions in information technology and project management at Saudi Telecom Company (STC) and Tadawul. In the area of governance, AlRasheed has chaired and served on a number of company boards across the investment, financial technology, and digital services sectors, in addition to serving on the boards of several development authorities. He holds a Bachelor’s degree in Computer and Information Sciences from King Saud University and has completed advanced executive programs
in strategy, leadership, finance, and corporate transformation at Harvard University, the Massachusetts Institute of Technology (MIT), and ESADE Business School.
