About the center history
An independent governmental center established by a Cabinet Decision issued on Rajab 4,1442 AH, February 16, 2021 AD. The decision was issued to transform the National Systems Deputy at the Ministry of Finance into an independent center Named "The National Center for Government Resource Systems" in order to achieve positive impact on Saudi Arabia’s economy. It aims to increase the efficiency of the financial sector to overcome challenges and contributes in enhance the quality of the government financial e-services for the beneficiaries. Furthermore, the center participates in enhancing innovation through utilizing modern technologies, supporting small and medium enterprises and local content, increasing competitiveness and providing opportunities, improving the beneficiaries' experience and measuring performance indicators. “The establishment of the National Center for Government Resource Systems, which seeks to achieve one of the goals of digital transformation, is within the Kingdom's Vision 2030 as it increases operational efficiency, enhance the level of transparency, and contributes to the ability to make decisions. The center will be the empowerment arm of the government to take the right decision and follow up its work in an efficient manner, as the establishment of the center aims to standardize government resource systems in a number of business streams such as "budgeting, procurement, supply chains, finance and human resources, payments and revenue collection”. Furthermore, the center contributes in enhancing innovation and the use of modern technologies, supporting small and medium enterprises and local content, and increasing Competitiveness and opportunities for the private sector, improving the beneficiaries' experience, measuring performance indicators, standardizing procedures and integrating beneficiaries”
NCGR Objectives
- Develop and provide standardized and unified electronic government resource management systems that enable the integration, harmonization, and optimization of processes across government entities, while supporting effective decision-making through enhanced data quality, reporting, and analytics, in coordination with relevant stakeholders.
- Support government entities in the efficient and effective planning, management, and utilization of their financial and human resources, as well as supply chain operations.
- Enhance expenditure efficiency by minimizing the duplication of efforts and investments associated with the development, implementation, and operation of government resource management systems across government entities.
- Establish and promote unified controls, standards, and procedures governing government resource management systems across government entities, while ensuring agility and responsiveness to change requests, and assessing and analyzing their anticipated impact.
- Enhance transparency and strengthen governance by enabling the identification and reduction of errors, irregularities, and non-compliance, while improving the integrity, reliability, and accuracy of data and reports to support audit, review, and oversight activities.
NCGR Roles
- Develop policies, strategies, plans, and programs related to government resource management systems and their governance, in coordination with relevant entities, and undertake all necessary actions in this regard.
- Manage and govern data pertaining to government resource management systems and leverage such data to achieve the Center’s objectives, while establishing the necessary policies and procedures to define and regulate beneficiaries’ access rights to such data.
- Manage the digital identities of beneficiaries of government resource management systems in accordance with the approved standards and policies of the National Unified Access framework for all government electronic portals and services.
- Leverage data generated by the Center or collected from beneficiaries of government resource management systems, including, but not limited to, data processing, storage, and analysis, in a manner that supports the achievement of the Center’s strategic objectives.
- Manage and govern the design, development, and continuous improvement of detailed business processes within government resource management systems, establish the relevant controls and rules governing such processes, and coordinate related activities with the competent government entities.
- Manage, design, develop, and technically operate government resource management systems.
- Design, implement, operate, and manage the infrastructure supporting government resource management systems.
- Provide government resource management system-related services to beneficiaries.
- Provide reporting, information, analytical, and forecasting services related to government resource management systems to authorized beneficiaries.
- Establish the standards, plans, and controls required to mandate the implementation of government resource management systems, in coordination with relevant entities, and measure key performance indicators for processes within such systems.
- Provide supporting electronic services to government entities to facilitate the management of their government resources, enable process integration, and support data exchange with government entities’ systems. This includes centralized electronic systems and supporting systems required by the Center to achieve its objectives, enhance expenditure and operational efficiency, and generate financial savings for the State.
- Provide administrative and advisory services, as well as project management services, to government entities to enable them to effectively utilize government resource management systems.
- Provide training and support services to beneficiaries of government resource management systems.
