National Center for Government Resource Systems Participates in LEAP 2026

The National Center for Government Resource Systems participated in LEAP 2026, where it showcased the success story of “Etimad Auction” on the Digital Saudi Stage. The auction is a digital platform dedicated to the sale of government movable assets by government entities, enabling private-sector beneficiaries and individuals to participate in bidding. “Etimad Auction” supports several auction methods through integration with government resource systems, contributing to the governance of government movable-asset sales procedures and maximizing returns from government assets and properties. The Center’s participation also included an honoring ceremony held by the Digital Government Authority, recognizing the Etimad Platform for achieving second place, with a score of 94.36%, among digital platforms in the 2026 Digital Experience Maturity Index. The annual index aims to measure the maturity of government platforms and services based on a number of perspectives and dimensions. It consists of four main perspectives: beneficiary satisfaction, user experience, complaint handling, and technologies and tools, in addition to the Digital Inclusivity sub-index. In the same context, the Center was also honored for completing the integration of 100% of its services into “Tawakkalna,” the national unified application. The services added during this phase include the Financial Rights Service, Government Payments Inquiry Service, Government Transportation Service, and Annual Returns Inquiry Service, enabling beneficiaries to access the Center’s services through the application. It is worth noting that the National Center for Government Resource Systems is responsible for managing and developing government resource system services through integrated, beneficiary-centric digital solutions covering financial and human resources, procurement, and supply chain management. These efforts contribute to enhancing operational efficiency, increasing transparency, and providing beneficiaries with a smoother and more reliable experience.

Etimad Platform Achieves Second Place in the 2026 Digital Experience Maturity Index

Etimad platform secured the second position among government platforms in the 2026 Digital Experience Maturity Index released by the Digital Government Authority, improving by two ranks compared to 2025. It achieved a score of 94.36 %, classified as Advanced, in the evaluation results announced on Wednesday, which covered 59 government platforms. Etimad topped the digital platforms in several primary and secondary indicators, most notably the sub‑indicator for digital inclusiveness, where it ranked first with 90.40 % at an Advanced level. This indicator reflects awareness of the importance of designing services that meet the needs of people with disabilities and the elderly, enabling them to use the services independently and effectively. The platform also led in the complaint handling perspective, achieving first place with 98.15 % at a Distinguished level. In the technology and tools perspective, it ranked second with 97.22 % at a Distinguished level, and in the user experience perspective, it placed third with 94.59 % at an Advanced level. The CEO of the National Center for Government Resource Systems, Engineer Yusuf bin Abdulrahman Al‑Harqan, affirmed that this digital leadership of Etimad platform reflects the Center’s commitment to elevating the quality of government resource system services. He noted that this progress results from cumulative work centered on the beneficiary, delivering smoother and more reliable digital solutions. He explained that the platform has now become a comprehensive digital umbrella that supports government entities through integrated services covering financial, human, procurement, and supply‑chain aspects, thereby enhancing operational efficiency and increasing transparency. It is worth mentioning that  Etimad platform is one of the national platforms that provides financial, human, procurement, and supply‑chain resource management services. It achieves integration among governmental, private, financial, banking sectors, and individuals, which enhances the efficiency of digital services, improves the business environment, and enables the provision of government resource data. This empowers decision‑makers across all regulatory and supervisory bodies to contribute to higher transparency, integrity, and more efficient government spending.

The National Center for Government Resource Systems achieved advanced maturity levels in institutional excellence, earning two internationally accredited certifications from the P3M3 model issued by the British organization Axelos. ​The National Center for Government Resources Systems has crowned its digital efforts by ranking 21st among top government entities, achieving the Innovation Stage with a score of 90.93% in the 2025 Digital Transformation Index. The Center also ranked 2nd among the top 15 government entities in the technology, transportation, and media sector. Moreover, the Center ranked among the highest-performing government entities in digital transformation for 2025, achieving the Innovation Stage (90.93%), securing 21st place overall, and 3rd place as one of the top 10 government entities in the technology, transportation, and media domain.

Etimad Platform Achieves Fourth Place in the 2025 Digital Experience Maturity

Etimad Platform, affiliated with the National Center for Government Resource Systems, achieved fourth place in the 2025 Digital Experience Maturity Index issued by the Digital Government Authority, advancing two places compared to 2024. The National Center for Government Resource Systems Launches the “Nuzum Community” Program

The National Center for Government Resource Systems launched the “Nuzum Community" program, with the participation of more than 110 government entities. The program aims to train and empower nominated beneficiaries from various government entities in adopting change management methodology and raising their awareness of the use of government resource systems, through establishing a community of “Systems Leaders" across different government entities. The “Nuzum Community" program consists of several stages, beginning with foundational training, capacity building, support and follow-up, and concluding with the sharing of experiences and success stories. The first phase of the training program lasted for three weeks, during which more than 120 government employees were trained. The training program also combined both theoretical and practical aspects to develop participants' skills and provide them with the necessary tools and enablers. The training courses covered several topics, including change management, implementing communication plans with beneficiaries of government resource systems, influence and persuasion to motivate beneficiaries of government resource systems, adopting the National Center for Government Resource Systems' methodology for change management, and the comprehensive and unified framework for managing functional training on government resource systems. These topics are intended to help participants during the implementation phase in the workplace and enable them to carry out their roles as Systems Leaders, contributing to empowering government entities to use government systems and improving the beneficiary experience. The organization of this program comes as part of the National Center for Government Resource Systems' efforts to raise the efficiency and effectiveness of managing financial resources, human resources, and government procurement systems across various government entities, in a way that supports digital transformation and contributes to achieving the objectives of Saudi Vision 2030.​
